Maritime Events within the Dockyard Port of Portsmouth

In compliance with Port Marine Safety Code, under the Maritime Safety Management System QHM is duty bound to view a risk assessment(RA) for all leisure activities undertaken within the Dockyard Port of Portsmouth.

If you intend to hold a maritime event within the Dockyard Port of Portsmouth, you are required to submit in writing to QHM for approval, a full event plan and RA for each maritime event. RA's should be submitted to QHM at least one calendar month prior to the event taking place in accordance with LNTM 26/04 and should be commensurate with the impact the event will have on other users in the Solent.

The principle of early dialogue between event organiser and QHM will allow initial comments and advice to be passed. Upon receipt of the formal RA QHM will consider the implications of the event and the safety management of the event organiser. QHM will confirm receipt of the RA and may comment or require further safety control measures to mitigate any identified risks. On agreement and inclusion of these additional safety control measures, QHM will formally accept the RA and authorize the event to proceed in accordance with the RA.

Where an event is held regularly, that is to say for example a weekly yacht race organised by a yacht club, a generic RA may be authorised by QHM. The period for which the RA remains valid will be limited to a maximum period of 12 months. The RA should then undergo a formal review prior to the recommissioning of this RA.

When a generic RA for a series of routine events races has been approved QHM may require specific notification of each event/race. This requirement will be addressed/confirmed in the generic RA together with details of the distribution to the various relevant authorities and organisations.

This pre Event Notification will normally be promulgated to the agreed recipients by email or fax, 24 to 48 hours prior to the event. The objective of this additional safety control measure is to provide up to date notification and information to the mariners and harbour users in respect of the event/race.

Any requirement for additional QHM resource; eg patrol vessel or extra navigational mark will normally be at the expense of the event organiser.

If QHM so decides, a notice to mariners may need to be published to advertise the event. The administration cost of the 'notice to mariners' will also be met by the event organiser
